さかのぼれば阪神淡路大震災。放浪犬の問題や、被災による飼育継続の困難などが取りざたされ、以降災害が発生する度に、ペットに関する災害時対応は議題として挙がってきた。繰り返される災害の中で、環境省は『人とペットの災害対策ガイドライン』を策定し、飼い主はペットを連れた同行避難が原則となった。しかし同行避難とは、ペットも連れて逃げるということを意味するに留まり、受け入れ先となる避難所のペット同伴への対応のばらつきや、逆に飼い主側へのマナーを問われるような課題が浮き彫りとなっている。本書は、基本的な行動指針だけにとどまらず、避難経験を持つ飼い主たちの取材から、リアルな体験から得られた知恵も多角的に掲載。
